Position Overview

The Projects Director will direct the Projects Function; to initiate and oversee the formulation and implementation of the overall project Program and to successfully deliver the Company Projects activities through all stages, from conceptualization and master planning, through initiation and design to project completion; ensuring process, regulatory, budget and quality adherence. Ensuring an integrated project management approach to planning & design, construction and handover of projects within the Destination, working with internal and external partners to deliver to plan. Responsible for the revenue planning and achievement.

Preferred Experience: Extensive experience in Gulf-region construction (UAE/KSA especially)

Key Responsibilities

Strategy & Program Management

• Lead the implementation and ongoing execution of the approved Master Plan and project programme.
• Provide strategic and tactical advice to the CEO and Board on project delivery, risks, and mitigation measures.
• Ensure compliance with Montenegrin regulations and proactively anticipate, assess, and mitigate potential risks and regulatory exposure.
• Participate in Executive Management Team and governance forums to report on project progress and performance.
• Act as a public-facing representative of the Company when required, supporting external and stakeholder engagement.

Project Specification & Planning

• Lead the definition of project specifications, standards, and delivery methodologies in line with corporate objectives.
• Oversee the appointment, coordination, and performance of internal project teams and external consultants.
• Establish, maintain, and report on master project schedules, milestones, and dependencies across all projects.

Project Delivery & Quality Control

• Direct and coordinate all planning, design, approvals, construction, and handover activities.
• Ensure full integration across disciplines to maximise quality outcomes and minimise development risks.
• Manage contractors, subcontractors, and site teams to ensure compliance with safety, quality, productivity, and environmental standards.
• Drive a culture of continuous improvement across project delivery processes and practices.

Budgetary & Cost Control

• Develop and manage project budgets, cost control systems, and financial reporting frameworks.
• Monitor cash flow, cost performance, and delivery against approved financial targets.
• Ensure projects are delivered within approved budgets and contribute to forecasted revenue outcomes.

Health, Safety & Environment

• Ensure full compliance with all health, safety, quality, and environmental regulations and standards.
• Promote and embed a strong safety culture across project teams, contractors, and partners.

People Leadership & Performance

• Build, lead, and develop high-performing project teams.
• Set clear objectives, manage performance, and conduct regular reviews and development planning.
• Foster a culture of accountability, collaboration, and professional growth.

Qualifications & Experience

Education

• Bachelor’s degree in Engineering, Architecture, or Planning.
• Project Management certification (PMP or equivalent) preferred.

Experience

• Minimum 10 years’ experience in project management, planning, and construction delivery.
• Proven experience managing large-scale, complex, mixed-use developments from concept to completion.
• Strong experience in client-side project governance and multidisciplinary team leadership.
