Position Overview
The Chief Executive Officer – Town Services is a senior executive leadership role responsible for the strategic direction, commercial performance, and operational excellence of the Town Services Business Unit across a large-scale, mixed-use coastal destination.
The role provides unified leadership across commercial and operational service ecosystems, ensuring seamless integration between revenue-generating assets and municipality-style services. This includes oversight of community operations, infrastructure coordination, utilities, mobility, public realm, customer experience, and commercial assets such as marina, retail, sports, and leisure.
The CEO plays a critical role in protecting and enhancing the destination’s long-term asset value, reputation, and livability, while delivering a premium experience to residents, homeowners, tenants, guests, and visitors.
Key Responsibilities
- Strategic Leadership & Vision
- Define and execute the overarching strategy for the Town Services BU, aligned with the masterplan, financial objectives, and long-term development roadmap
- Integrate commercial and operational strategies into a cohesive, service-led business model
- Contribute to corporate strategy as a member of the executive leadership team
- Translate market insights, performance data, and stakeholder feedback into transformation initiatives
- Business Planning & Performance Management
- Lead annual business planning, budgeting, and forecasting across all service lines
- Establish and monitor KPIs, SLAs, and performance dashboards across commercial and operational activities
- Implement structured reporting frameworks to ensure visibility to Board and Executive Committee
- Drive scalability and long-term sustainability of Town Services operations
- Commercial & Revenue Management
- Oversee full commercial strategy across revenue-generating assets (e.g., marina, retail, sports, leisure, real estate components)
- Drive pricing, leasing strategy, tenant mix optimization, and revenue growth
- Ensure robust contract lifecycle management, compliance, and risk mitigation
- Lead negotiations and execution of high-value commercial agreements
- Operations & Service Delivery
- Provide executive oversight of all town services including:
- Community operations & municipality services
- Utilities and infrastructure coordination
- Security, emergency, and field services
- Public realm, mobility, and environmental services
- Ensure delivery of premium international standards in service quality, safety, and presentation
- Drive continuous improvement in operational efficiency, procurement, and service integration
- Ensure readiness and smooth transition of newly delivered assets into operations
- Resident, Guest & Community Experience
- Champion a customer-centric and community-driven service culture
- Oversee resident relations, service request management, and communication platforms
- Ensure seamless experience across residential, hospitality, retail, and leisure ecosystems
- Support the creation of a vibrant, high-quality living and destination environment
- Infrastructure, Facilities & Public Realm
- Ensure effective integration between Town Services and the built environment
- Oversee performance of roads, utilities, public spaces, signage, and shared assets
- Implement lifecycle maintenance frameworks and asset management standards
- Maintain high standards of public realm and destination presentation
- Governance, Compliance & Risk
- Establish governance frameworks, policies, and operational controls across all BU activities
- Ensure compliance with local regulations, HSE standards, and internal policies
- Monitor contractual compliance and service provider performance
- Lead crisis management, risk mitigation, and business continuity planning
- Financial Management & Value Creation
- Own full P&L responsibility for the Town Services BU
- Ensure cost efficiency while maintaining premium service standards
- Identify opportunities for optimization, productivity gains, and long-term value creation
- Support financial processes including utilities billing and cost allocation
- Stakeholder Management
- Build and maintain relationships with:
- Residents, homeowners, and tenants
- Investors and Board members
- Government authorities and municipalities
- Commercial partners and service providers
- Act as the primary escalation point for complex operational and commercial matters
- Represent the organization in high-level external engagements
- Leadership & Organizational Development
- Lead and develop a high-performing, multi-disciplinary organization
- Directly manage senior leaders across commercial and operational functions
- Foster a culture of performance, accountability, and continuous improvement
- Drive talent development, succession planning, and organizational capability building
Qualifications & Experience
Education
- Bachelor’s degree in Business, Engineering, Real Estate, Hospitality, or related field
- MBA or equivalent postgraduate qualification preferred
Experience
- Minimum 15 years of progressive leadership experience, including 10+ years in senior executive roles
- Proven track record managing complex, multi-asset environments combining commercial and operational functions
- Experience within:
- Mixed-use developments
- Integrated resorts / coastal destinations
- Hospitality-led communities
- Large-scale property or infrastructure operations
- Strong P&L ownership and experience driving revenue growth and operational efficiency
- Experience reporting to Board level and operating within structured governance frameworks

Additional Notes
- Exposure to the GCC region is considered a strong advantage
- Experience in luxury, waterfront, or master-planned destinations is highly desirable
