The HR & Admin Manager has the combined responsibility for the HR as well as the Administration department, managing policies, programs & initiatives as well as day-to-day activities. On the Administration side, manages the Admin department responsible for trade licenses, company offices & accommodations, permits, government relations and the car fleet.

Reporting to: General Manager and HR Director (ME)

Primary Duties and Responsibilities:

• Adhere to all safety and compliance rules of the company
• Manage and oversee the Human Resources function throughout the country
• Manage and control the budget of the Human Resources & Administration departments
• Assist in implementing & managing the company’s HR as well as the internal communications strategy
• Assist Heads of Departments in identifying the manpower requirements and conduct the annual manpower planning based on sales forecast, company strategy and other considerations
• Manage recruitment process from sourcing until joining, for local & overseas recruits
• Manage New Employee Induction and On-Boarding Program
• Supervise the entire payroll process ensuring compliance with Wage Protection System (WPS)
• Retain existing staff members through HR initiatives and programs approved by management
• Identification of Key Talents within the organization and nomination to talent development programs/pool
• Manage the company’s compensation and benefits scheme, including incentives and annual bonuses
• Manage annual performance appraisal as per standards & link properly to annual increments/promotions
• Manage the job analysis process and ensure job descriptions are available and updated regularly
• Manage the day-to-day employee relations, labour relations and welfare
• Career counselling for employees on all levels
• Provide comprehensive HR support to all business partners
• Develop, implement and maintain country HR, Communication & Admin policies
• Review organizational structure and make recommendations to HR Director ME / General Manager
• Execute and manage HR programs and initiatives
• Assess the annual training needs of the country together with the department heads
• Develop localized training programs and implement individual development plans
• Manage the company’s graduate development programs, including recruitment, placement and developing of training plans

Skills and Qualifications:

• Bachelor’s degree or higher in Business Administration/Psychology/Law
• Master’s degree in Human Resources Management is a plus
• PHR or SHRM-CP are a plus
• 3-5 years of work experience in one or more fields of the Human Resources function
• Operational HR experience is a plus
• Experience in a people intensive environment
• Previous work in a matrix organization
• Experience in introducing a customer service attitude to the HR function
• GCC- or at least international work experience is essential
• Excellent business acumen

• Strong vision of the Regional Center’s HR Mission, objectives and strategy

• Fluent in English; Arabic is a plus
